Project Information

MSIP was one of the final projects under the defunct DIFF (AusAID concessional loan) Program. BP Solar, Australia provided 1,000 solar power small-scale infrastructure systems to remote communities across central and southern Philippines. Through this project it is envisioned that solar power will be used as an enabling technology to support basic human needs, such as water supply, health services and schools.

Hassall International and SDS were contracted by BP Solar to provide training services to the project to facilitate project sustainability and ensure its success. Key areas of training include social preparation, community based administration and sustainable operation & maintenance of the infrastructure.

• Undertook a participatory community selection process to ensure stakeholder acceptance and commitment.
• Assessed the training needs of the communities where the solar cells are to be installed.
• Carried out institutional capacity building of water Associations; technical training in solar management; and community preparation/group formation;
• Developed manuals that were used during the trainings;
• Recruited and trained Filipino community organizers who worked with the village communities;
• Assessed the effectiveness of the community training that were done;
• Performed regular monitoring of the effectiveness of the solar implementation and the community acceptance;
• All in all, the consultants were able to train: 52 community Development Officers; 31 Installation and Civil works trainers; 24 Maintenance Monitoring & Evaluation trainers; and 47 Barangay Technical Team Trainers.
