Capability Building - Geographic Information System and Database Training for the Bureau of Animal Industry (BAI)
Description of Project

The Bureau of Animal Industry had the Foot-and-Mouth Disease Management Information System as an outcome of the previous AusAID project assistance. This included disease data reporting, retrieval and encoding system. BAI expanded the FMD MIS to integrate all these reports to its system as well as the initial integration of the Geographic Information System functionality into the existing system. This critical development would ensure accurate and timely disease reporting which is critical for implementing disease prevention and control methods. Thus, PAHRDF granted BAI this high quality customized training in basic and advanced database development.

 

This was a 36-day, 3-component training aimed at capacitating the BAI participants to plan, design and create a functional database to ensure accurate and timely disease reporting. Specific outputs of the training were: development of a functional database; development of instructional manuals to support the full installation of the system nationwide; and implementation strategy and timetable.

  • Component 1 was a weeklong classroom training on the Overview of GIS Database Application.  The said training provided the participants with the conceptual framework and understanding of GIS enabled database applications in underpinning decision making for the management and control of infectious animal disease in the Philippines.

Component 2 was a 30 -day in-agency Coaching program where the main output was the development of a database program

Component 3: Software demonstration and presentation of the Implementation Plan provided the BAI senior managers and key stakeholders with a practical demonstration of the software package - its functionality and reporting mechanisms.

Services Provided
  • Responsible for the course design following an adult learning principle and workplace training objectives, participatory process in training as well as incorporating gender mainstreaming principles in all training  sessions.

  • Reviewed the existing status of MIS of BAI Diseases database system to identify the needs before implementation of the GIS Database.

  • Developed a design for the outline and scheme for the database of the IT component.

  • Started development of knowledge management process as part of the database system

  • Performed benchmarking of the developed disease database system using GIS as a tool for timely generation of report and decision-making.

  • Managed the implementation of the 3-component  capacity building

  • Arranged and managed all the logistics and administrative requirements of the training such as: participants’ transportation, food and accommodation, design and production of training materials, social programs/activities, insurances, liaise with PAHRDF adviser with regards to progress of the activity; took charge of opening and closing ceremonies, responsible for the pre-departure and departure arrangements and work placement and visits; responsible for activity’s publicity, and conducted program evaluation and post and pre-tests.

  • Facilitated team building activities.

  • Provided required training documentation and reports.

  • Provided required training experts and management support staff.

  • Provided overall oversight in the conduct of the HR Activity and ensure that the workplace development objectives are achieved following the course design, particularly the detailed training timetable.

  • Together with the 17 participants, designed and produced the development of a functional database; developed instructional manuals to support the full installation of the system nationwide; and implementation strategy.
